Seimas approved new regulation of the work of election observers

The Seimas approved the amendments to the laws on parliamentary elections, presidential elections, municipal elections, and European elections thus changing the regulation of the work of election observers. The legal acts lay down who may stand as election observers and who may nominate them, and how many observers can be registered in each electoral district. Furthermore, the laws provide for the procedure for registration of election observers, the terms and conditions of their work as well as observers’ rights.

At the same time, the Seimas amended the Law on Funding of, and Control over Funding of, Political Campaigns. It now provides that an independent political campaign participant may transfer funds for assumed liabilities to his political campaign account, and a represented political campaign participant may transfer funds to the account of the independent political campaign participant representing him before a political campaign funding report is presented to the Central Electoral Commission. Finally, it is set out in the law that the information on election manifestos that is disseminated free of charge by producers and disseminators of public information during a political campaign in accordance with principles of objective and equal treatment of political campaign participants will not be considered to be political advertising.
